I read in a book (think it was called The Highway Code) that fog lights are only to be used in fog or falling snow.

A quick flash (of the headlights!!!) would be appropriate as deliberately dazzling and blinding people could cause them to have a crash. Flashing with something else could almost certainly cause a crash - or get you arrested.

Indeed people are breaking the law, but as usual there is no police enforcing it . We tend to make rules in this country and not enforce them . Like driving with a mobile phone , yes you could kill someone your minds els where when it should be on the road , your punishment if on the unlikely event is a small fine . Why isn't it you lose your liecence , you shouldn't be doing it .

Incorrect. The highway code states that fog lights are to be used in reduced visibility of under 100m (rule 226).

It could very well be argued that 'darkness' reduces visibility to less than 100m, so fog lights can be used in the 'dark'

It's an argument I'd love to have with an officer. Switch lights off, can you see 100m? No? therefore visibility is reduced and fogs can be used.

Rear fog lights are a PITA, front fogs though are useful in rural land for lighting up the verge. All gets a bit 'foggy' with the introduction of driving lights which are always on.

I've only driven once in fog thick enough for front fog lights to make a difference, it was that thick that they did improve visibility but by only a matter of feet. Otherwise in reality they're useless.

Interestingly in the really dense pea-soupers we got in Naples people didn't use fog lights - they used their hazard indicators as the flashing light cut through the fog more effectively making it easier to see other vehicles.
