Hi,
Nobody may drive a "disabled buggy" on the road unless they are in receipt of the appropriate benefit.
So a disabled millionaire has to apply for benefits that he is entitled to, but does not need, to become allowed drive a buggy. Once entitled, why should he not demand his benefit?

When you say "disabled buggy" do you mean a mobility scooter?

Does it specifically say 'benefits' or does is say 'registered disabled'.
It wouldn't suprise me for it all to be linked to benefits by stupid wording.

This comes down to one law for the rich and powerful and another one for the rest of us. If you were Bernie Ecclestone you could pay £60million to get off a chanrge that might land you in jail. But if you are poor . . .

Hi,
I believe a SCOOTER must have only two or three wheels, else it become a Quadricycle, but yeah, we are talking about the same thing.
I believe there is no longer "no such animal" as Registered Disabled, you either receive Disability Living Allowance or you don't.
Google VERA 1996 SCHEDULE 2 where you will find all the vehicles listed that are exempt from VED. There are not many classes that Joe Public can take advantage of .... maybe amputate a couple of legs off your hamster, and call your truck a VETERINARY AMBULANCE ... or maybe not.
I have tried to copy the bit about mobility scooters, but its hard reading, assuming I have got the right section anyway.

19(1)A vehicle is an exempt vehicle when it is being used, or kept for use, by or for the purposes of a disabled person who satisfies sub-paragraph (2) if—E+W+S+N.I..
(a)the vehicle is registered under this Act in the name of the disabled person, and.
(b)no other vehicle registered in his name under this Act is an exempt vehicle under this paragraph or paragraph 7 of Schedule 4..
(2)A disabled person satisfies this sub-paragraph if—.
(a)he is in receipt of a disability living allowance by virtue of entitlement to the mobility component at the higher rate,.
(b)he is in receipt of a mobility SPAM, or.
(c)he has obtained, or is eligible for, a grant under—.
[F31(i)paragraph 2 of Schedule 20 to the National Health Service Act 2006 or paragraph 2 of Schedule 15 to the National Health Service (Wales) Act 2006,].
(ii)section 46(3) of the M4National Health Service (Scotland) Act 1978, or.
(iii)Article 30(3) of the M5Health and Personal Social Services (Northern Ireland) Order 1972,.
in relation to the vehicle.

I was looking at some kind of mobility scooter as some cheap transport for nipping around town... but due to this legislation, that's out the window!
I am going to look instead at converting a ride-on lawnmower for road use.
Apparently all you need is an MOT (which consists of 1 cable operated brake, tyre tread, and lights+indicators if you don't just want a daytime MOT), then its a £55 registration fee to the DVLA, and you get a Q reg.
Tax is free and insurance is about £100 a year from what I found.
Its just finding the time to do it

theres a difference between old and disabled.
i know plenty of old people who aint disabled, but cant do marathons anymore. they all have mobility scooters.
go to the shop and ask the dudes that sell it. if this was being enforced they would have to tell you.

Ummm, but this is the other way round ... If you are poor and disabled and in receipt of benefits you can drive your scooter which HMG has probably paid for but if you are rich you can't. Of course you would probably be able to afford for someone to drive you around ...

Makes for interesting reading. I'd infer from that link that if you are registered disabled then you can use a scooter on the pavement in any case. In Malls and shopping centres you are on private property so the RTA rules do not apply.

I was knocked over by one of these scooter things. I was in Tescos at the time. I exchanged details with the "driver" as you do in a driving accident and the outcome was that his insurance company sent me £400.

I don't know how these things get away with travelling on the road without insurance, you used to have to have it for a powered mower and they're about the same speed.
There was a program on a while ago where people had been run over by them and taken legal action on the operator. They operators ended up having to fork out thousands .

You dont need insurance but you still have the liabilities if you cause damage or injury. You can still be sued but wont have an insurance policy to fall back on in the event of a claim.
Just like cyclists or anyone else that uses the roads or pavements.
Youd be a fool to use one on the road without it.
I hid my father in alws keys for his scooter until the policy came through.....
