Ok, i'm changing my steering set up and need to change front panhard rod angle (side to side) if that makes sense. Do i need to change rear as well so they work on the same plane/angle?

What changes are you planning? In general terms, for instance when lifting the suspension, you need to retain the original angles of the rod in relation to the axle at the rear, and to the steering linkage between steering box and axle at the front. This is to avoid excessive bump steer. I presume you'll be altering the steering linkage with a lowered pitman arm? If so, lower the panhard rod to match.
At the rear, lowered body mount or raised axle mount (or combination of both). Just fitting a longer rod won't do it.

i want to fit hydro steer ram and i need to swap the way the panhard fits from chassis to axle. At the moment both rods pick up on drivers side chassis leg, but i want to move front to pick up on passenger side leg, so long as this will work as i'm not sure if need to swap rear rod over as well.

The panhard rod is designed to keep the axle central on coil spring set ups - but they have a problem and that is when the suspension is extended the panhard rod pulls the axle towards the side of the vehicle that the panhard rod is attached to i.e attached between axle and passenger side the axle will move towards passenger side when the axle drops
I think if you have the front one way and the rear opposite you may have to contend with some serious tracking or steering problems...

If you keep steering arm where it is and move panhard rod as described, they will work opposite to each other. I wouldn't suggest it. Can you not fit the ram on axle to link bar?

whateve ryou do with the panhard rod, you need to change the steering arm too, they need to run parallel to each other , or you will get massive bumpsteer..
running hydrosteer will sort these problems out.
