will this allow winches to be used in club punch hunts or are we still using the "I wiz winching to get out of the section" work around?

My reading of it would be that you cannot use winches to reach the punch but they may be used to self recover should you get stuck in a section if allowed for in the SR's.

I would suggest e-mailing your query to crosscountryconsultation@msauk.org

You could then post the reply you recieve on here for everyone elses benefit.

All consultation responses will be discussed at the May Committee meeting. The more people who reply the more chance there is of getting the rules amended to meet your requirements.

When you say "club punch hunt" what permit are you running it under ?

No problem if you run it under a challenge permit although we've not been able to run a club challenge since the license regulations were imposed through the back door.

You will of course note that the "pet project" of the CC executive has been allowed to drop licenses because it's too expensive for the poor wee darlings. Meanwhile those of us wanting to run club level challenge events still can't for exactly the same reasons given for dropping the license requirement for JTV.

I'd respond to the consultation myself but it's pointless responding to Cross Country consultations as they don't take a blind bit of notice.

In summary, I've asked for clarification of what they mean by 'Official Recovery' and 'Self Recovery'. I don't think 'self recovery' fits into this section which is headed as 'Official Recovery' in the 'Blue Book'.

we're not, that is the point. We only do treasure hunts at the moment but traditionally we ran 3 or 4 punch hunt events for the Club rather than having a 'Driving Day'. We'd put out 20 or so punches and everyone went out to find them and some would need winches to get to them.

We've not been able to run them since the licences came in. We had a long AGM discussion about how to handle it (reduced fees for those who got MSA licences etc) but felt it was fairer to simply stop running 'challenge' type events.

Partially as a result, SWATC has a membership of about 40 down from 140 in 4 years. Other small clubs have popped up, then found they had to become MSA affiliated to protect themselves and immediately lost a lot of members.

The MSA will kill 4x4s as a 'leisure sport' unless they get a grip and stop running scared from the insurers.

I know what you mean, we used to run an annual challenge event for club members, we ran it under all the different challenge regs from 2001 to 2009 inclusive. For 2010 we stopped running it because the cost of a license for a single event made it prohibitive for members. The changes to the Orienteering permit have made a punch hunt more viable but not if winches are involved as far as I can see. We ran our 2010 "challenge" event under an orienteering permit but had to drop the best aspects of it with no special tasks.

The license requirement has never actually been agreed by the MSA through any formal channel and was not consulted on or voted on before being introduced by dictate at the start of 2010. The same person that took that decision is now calling for licenses to be dropped for his own pet sport - Junior Trials, because it is felt to be preventing clubs from running them due to cost.

It's nothing to do with insurance or insurers, mostly it seems to come down to the MSA running around like headless chickens. The Cross Country Committee have made a real pigs ear of things over the last year or so.

The regulations they've introduced themselves have been badly worded and/or ill conceived and they've failed to read other discipline's regulation changes correctly too, passing them through without comment or clarification even though they have a direct negative impact on all major Cross Country disciplines.

As a direct result of this mismanagement the Cross Country Committee have recently allowed another discipline to effectively exclude nearly every vehicle taking part in all levels of Cross Country competition in the UK. I have pointed this out to a member of the committee and I'm not going to broadcast the problem here but it should be raised at the next meeting although as it's not a safety issue it may be 2013 before it's resolved if it ever is.
