Please post links to MSA regulations and specification pages for competition vehicles, challenge trucks, trialers etc. information on roll cages and metal specifications....
Please also post links to regulations and specification pages for IVA/SVA tests and getting your vehicles ready for the test. lighting heights from the ground and niggley hints and tips are welcome

For clarity, and according to the DVLA and VOSA:
The DVLA decides whether a car needs an IVA or ID check after being rebuilt. In most cases where the chassis has not been changed between the axles/suspension mounts (excluding outriggers etc) and the car has not been written off and only the body has been changed, and IVA will not be required but you should check with the DVLA to be sure.
My advice, after discussing with VOSA and DVLA, would be to be open and honest with the DVLA and take their advice. I would also only change 1 thing at a time on the V5, eg body only, then engine, and make sure the chassis number is not damaged when repairing/adapting.
Of course, when fitting lights etc to an adapted vehicle the regulations on positioning should be followed

The Road Vehicles (Construction and Use) Regulations 1986

These are the regs on wheel arches/wings/wheel guards:
Wings
63.—(1) Save as provided in paragraph (4), this regulation applies to—
(a)invalid carriages;
(b)heavy motor cars, motor cars and motor cycles, not being agricultural motor vehicles or pedestrian-controlled vehicles;
(c)agricultural motor vehicles driven at more than 20 mph; and
(d)trailers.
(2) Subject to paragraphs (3) and (5), every vehicle to which this regulation applies shall be equipped with wings or other similar fittings to catch, so far as practicable, mud or water thrown up by the rotation of its wheels or tracks.
(3) The requirements specified in paragraph (2) apply, in the case of a trailer with more than two wheels, only in respect of the rearmost two wheels.
(4) Those requirements do not apply in respect of—
(a)a works truck;
(b)a living van;
(c)a water cart;
(d)an agricultural trailer drawn by a motor vehicle which is not driven at a speed in excess of 20 mph;
(e)an agricultural trailed appliance;
(f)an agricultural trailed appliance conveyor;
(g)a broken down vehicle;
(h)a heavy motor car, motor car or trailer in an unfinished condition which is proceeding to a workshop for completion;
(i)a trailer used for or in connection with the carriage of round timber and the rear wheels of any heavy motor car or motor car drawing a semi-trailer so used; or
(j)a trailer drawn by a motor vehicle the maximum speed of which is restricted to 20 mph or less under Schedule 6 to the 1984 Act.
(5) Instead of complying with paragraph (2) a vehicle may comply with Community Directive 78/549.

Where the C&U regs say:

I assume that the IVA requirements would be applicable. These are:
37 Wheel Guards
Application: Vehicles subject to Basic requirements
Method of Inspection:
This inspection is to ensure that all vehicles are fitted with adequate wheel guards (parts of the bodywork, mudguards, etc) to protect other road users as far as possible, against thrown up stones, mud, ice, snow and water and to reduce for those users the dangers due to contact with the moving wheels
In the case of unmodified Mass Produced vehicles the standards in this section shall be considered to be met.
Where evidence suggests that the vehicle has been modified, the examiner shall assess whether the modification would be likely to materially affect the performance of the relevant component or system, and if so, carry out assessment against the RS
Using a suitable measuring device ensure that the wheel guards cover an
adequate area of the wheel/tyre as defined
Note 1: The rear part of the mudguard after the required 50° to where it
terminates does not have to cover the full breadth of the tyre
Note 2: When determining the wheel guard coverage you must view the
tyre from the vertical, horizontal and longitudinal planes
Required standard:
1. The vehicle must be fitted with wheel guards
2. The wheel guard must extend at least 30 degrees from the centre of the wheel to the front (figure 1)
3. The wheel guard must extend at least 50 degrees from the centre of the wheel to the rear (figure 1)
4. The wheel guard must cover the full breadth of the tyre throughout the required dimensions (see note 2 & figure 1)
5. The rear of the wheel guard must not terminate above a horizontal plane of 150mm above the wheel centre. (see note1 & figure 1)
