I've had an intermittent problem with the front wheel drive engaged all the time and I finally decided to permanently disconnect the vacuum/electric setup. So Saturday morning I removed the inspection hatch and started to dismantle the 'pancake' when I noticed that the adjuster was wound all the way in. Aha, I thought, I can simply adjust it to be permanently open!
I jacked the front driver's wheel up and tried to rotate it but it was locked. Started the engine to get some vacuum going and it was still locked.
I removed the adjuster and lock nut, cleaned it up and found the sealing washer which should be copper was steel/ally and was completely mashed. Hmmm, one copper washer later and it was reassembled and engine started again and Lo! the wheel turned.
So 2 conclusions -
1. FWD is engaged when the engine is off but the diff locks are open.
2. even a tiny air leak will stop it working.
Still can't find my electrical gremlins though

Quite a few tractors default to 4wd when switched off. Maybe it lessens the risk of a partial engaugement with low air/vacuum/oil pressure?
Although in tractors/plant it may have been to do with constant pressure on the clutch plates from the belvill spring washers?
I like the idea of vacuum stuff, but you cannot here any leaks, and that makes it hard work
