Sorry if this sounds strange but thats more or less exactly what ABS brakes feel like when they are working and even gentle braking on gravel roads will cause them to operate. If there is any problem at all with the ABS system there will be a light showing on the dash board all the time. At the first sign of trouble ABS systems shut down and become a plain ordinary brake system.
More info needed to aid with diagnosis.....

pull the fuses on the ABS and see if it still does it. i usually disable ABS as i hate the way it takes control of my braking, years of motor sport has honed my braking skills

Just reading all the blurbs on your ABS . thought it was interesting to let anyone still reading this. That when Rover was rethinking the traction control system for the LR3. If you select the sand mode on the optimizer.
It would disengage the Front wheels from using ABS control so you can steer through sand and stop the plowing affect. because when the DSC is in full control it will apply the brakes automatically and cause the vehicle to plow straight ahead in Sand.
