The fact that algae can produce oil has been known for a long time. It is likely that algal digestion of ancient plant material is one way which crude oil was formed.
However ...
I am suspicious that the flash contained "crude oil" just as a product of the "bug excretion". Lipid (oil/SPAM) products are usually held within the algal cell and require some processing to extract and make useful. The algae wouldn't naturally excrete what has been difficult and energy intensive to create, but perhaps that is what the genetic engineering has done?
As I understand it, the production it has been very difficult to develop an economic production process because of the time it takes and the yield per area. With the current very high price of fossil oil it might become economic to set up algal production plants. It requires water tanks in light/hot area, but maybe could be a good use for desert areas.
There is a lot of development going on in this direction and just maybe this is the breakthrough which makes it viable.
