Is it necessary to fit a non-return valve where the two outlets join or is it acceptable to use a straight through connector? The tanks are different shapes but similar size, approx 75L and 85L.

It's a code of practice requirement. The risk is of fuel transfer between two fullish tanks resulting in one over full tank.
You should also have one-way valves at the filler side, but these are built into the normal tank fill valve.
