235 x 1.4 = 329mm
235 x 1.3 = 305.5mm

So the mathematical difference between the two is 23.5mm in diameter. It will significantly affect the calibration of the speedometer and will also affect your top speed and acceleration.

In real terms much of the difference could be accounted by wear and manufacturing tolerance. A small 70 worn down to 2 or 3mm tread could be very similar to a big 65 with full tread. However the opposite also applies and the difference between the two could be very pronounced.

The 235/65/16 tyre gives you a 28.5" diameter tyre
The 235/70/16 tyre gives you a 29.5" diameter tyre
Both tyres are about 9.6" wide

Sprinter/Transit and others use 65 profile, years ago they would have 215/70R15.
