I was hoping you were going to say bosch Laughing

Fuel through an electron ic pump would be controlled by the ECU...

Black smoke and low MPG would indicate a lack of air - and you've done all the normal stuff...

I'd start looking at the turbo - contrary to popular belief turbos do not 'kick in' at 2000 revs nor can they be persuaded to 'kick in' below 2000 revs, turbos run all the time while the engine is running but become more effective from 2000 revs upwards - example: mine today (Pajero) was kicking out lots of black smoke at 50mph/2000 revs towing my caravan (up hill) - getting it to change (it's an auto) gear so that it pulled at 50mph/3400revs cleared the black smoke - higher revs more air being forced in but just slightly higher fuel input.

Sooooooo........ check out the hoses between turbo and intercooler (if fitted) and intercooler and manifold - if you squeeze them and rev the engine, the hoses should force your fingers apart, check that the turbine turns freely (use a cocktail stick to reduce the chance of damage to the turbine blades) check the waste gate is fully closed - the waste gate should be fully closed unless the boost pressure exceeds 85-90 kpa - it should then open to reduce overboosting - some times the waste gate will rust open and kill boost.

I think you'll find the problem is going to be around the turbo
