According to London Congestion Charging, cars with 9 seats or more can be registered for exemption.

I have seen many threads on this topic - but so far haven't found evidence:

Has anyone successfully registered a Defender 110 with 9 seats as exempt from the London Congestion Charge, on the grounds that it has 9 seats or more?

Ok, ok, you might say why would I ever drive into Central London (wit a Defender 110).

But I was just wondering...

Hi,

Dunno!

But if you only have a Cat.B licence, the question is academic ... cos you are not licenced to drive a nine seat anything.
