Hi,
My fibre optic cable comes into the house in the little room where my PC sits. It also feeds our portable telephone. Phone has to sit on it's cradle overnight, to recharge, then spends rest of the day downstairs.
I have seen references to USB phones. Can I plug such a device into my PC, while main phone is downstairs?

Yes...
But I don't think you'll get it to work with your land line
USB phones are normally used in conjunction with VOIP (voice over internet protocol)
What you need is something like this.
So you have 3 (or 2 or 4) phones, each with their own chargers you can place around the house

^ What he said ^ Although, if you only need the one phone as most people do then install the base where the line is and use one of the chargers downstairs with one phone and keep the otehrs as spares.
