evening..
owner took his uk registered van over to france where it lived for 4yrs..
while out there it was transferred/registered to french/log book
and its now coming back into the uk
due back next week. up for sale and im interested in buying
what have I got to do to re/register it back to uk
and what sort of prices am I looking at ...
end of the day I dont want to pay over on the van, to be hit again with any hidden taxes
sorry for the long winded post...

I did something similar - although not for as long as four years - exporting and importing my own car.
I telephoned DVLA about 5-6 times, each time describing what I wanted to do. I got several different answers but the general conclusion was that all I needed to do was to write to DVLA, carefully describing the situation.
I sent the letter and I was successful: I got the old registration number back, at zero cost.

My 90 was registered/exported to Italy for 7 years. On return to all it needs an not, tax, insurance and hrmc form 414. Send all that with the handling fee and, hey presto, the v5 and tax disc will appear in the post. You may be called to present the vehicle for inspection To prove the vehicle is what it is but in 3 years of advising on this for my personnel returning to the UK I know of no one who was required to do so. You have 2 weeks to get the paperwork sorted after the vehicle arrives in the UK.
If you know the original reg number and it is still available it can be reassigned back to that chassis number.

Additional: I'm not sure that you can legally buy the van except through the French system. The current owner will need to apply for for the v5 before selling it to you.

had a quick read up last night...
states you must own for a least 6months to import yourself
and the owner has to register it himself in the UK b4 selling on
food for thought

That 6 rule month was introduced to stop the army in Germany (amongst the other expats such as EU types) buying new tax free cars, driving them to the UK and then selling at list price for a substantial profit... And then repeating the process every 6 months...
