The surfacing work is at thebottom of the hill, and is part of some wider works to sort drainage.
THe works are to try and increase the usability of the BOAT for users other than motor vehicle users and mountain bikes, ie horses, though there's a PDNP document out there that states some bikers have damaged their bikes coming down the route.
PDNP are consulting on a tro on the route, but DCC, the highways authority have a statutory duty to maintain it to an appropriate standard for the use. They can't guaruntee that any PDNP TRO wouldn't later get over turned, so they have to repair it to a standard that would be useable by vehicles.
The work on the revetment (retaining wall) is as yet undecided, but given that it is in a national park, the appearance won't change much. There are also additional difficulties such as there's SSSI status and ancient monument status in the area.
I don't know what the final solution will be, but it will be done sympathetically to the surroundings and the future use of the route.
The above is fact, not conjecture, but I can't tell you how I know.

Well that will increase the traffic enormously and, combined with natural erosion by rain, it will be a very short time before the surface is "restored' to its former state...
