However i also want to clean some of the crud out of the footwells... and would like some advice on preperation and sealing of those footwells appropriately..

there are a few small beads of rust popping through, so here is my plan initially

Take back to metal where applicable, i was going to paint on some of that rust converter "paint on" stuff onto the cracks (similar to the active ingredient on waxoil, ) to draw out any oxidation, and then on top of that some redoxide primer and then i am stumped..

what to put on top?

or is there something i can use in place of all of this.. i was thinking waxoil, but i wanted something a little.. hardier? (i find its quite tacky/soft even after its cured)

i obviously want something really hard wearing and overall waterproof..

Try to remove all traces of rust , either flap disc on grinder, or wirebrush ,sandpaper .clean with dry rag , then some warm heat hair dryer ,heat gun , blow torch on rusted area to drive moisture out then rust converter , then while warm red oxide , two coats then a chip resist top coat . Prep wax oil as its says on tin , stir the wax oil well as it settles in storage , leave a small jar of wax oil enough to do job overnight to thicken up . Use next day .
