60....... In low box??.? I doubt it.
Could it be the auto box? Clutch packs burning out or torque convertor problem? I guess the symptoms would be revving with no forward motion like a standard clutch on its way out.

Should be able to do 60 ish in low box, the racers do.
The motor that selects high and low some times jams. Can be over ridden by removing and selection manuly from the rear of the box.
If the clutch plates are burnt out what's the box fluid look/smell like? It should be a nice clear red colour and smell sweet . Black fluid and burning smell would be what DD says.
When was the gear box fluid last changed? If it was a long long time ago then it might need new fluid and filters. These boxies start to loose top gear then the top two gears when the filters block ad fluid gets old.

Lack of power to rev out?
Have you checked all the air hoses. Inbound to the turbo has been known to delaminate blocking enough air in to boost properly. Turbo pressure pipe will still feel as if it's boosting if it's doing this.

I had precisely the same problem with the 2.5 VM turbodiesel a few years back. The cause was a very soft rubber hose feeding the turbo, which collapsed under the sucking "pressure" generated by the turbo when fully blowing. Replaced with rigid hose and problem was solved!

Extract from P38 workshop manual :-
Malfunctions
If a fault occurs in any of the following circuits:
manifold absolute pressure sensor, fuel temperature
sensor or coolant temperature sensor, the ECM will
provide substitute values. In the case of a faulty
throttle position sensor, start of injection sensor or
injection timing device, the engine will run at a
reduced performance level.
Could this be your issue?

OK so I have put a post/request on the BlackBox Solutions forum for someone in your area with the correct module for checking your system.
Will let you know if I get a reply.
Reading other posts on their forum there was a vehicle with same symptoms as yours which turned out to have a recently exchanged MAF sensor which was not compatible with the vehicles EMS.

There is a thin pipe from the side of the fuel filter what goes to the bottom of the inlet manifold,if that splits or comes loose you end up with no power.Mine came off and it felt like the turbo had given up,popped a new lenght of pipe on and off it went.Worth looking
