Ok so new rubber came today. question is, will i need new wheels or not, will 31x10.5 fit on a 7j wheel?

Should do nicely. 7" is the narrowest rim width most manufacturers recommend for that size.

Yes, it's the narrowest wheels most if not all tyre manufacturers say to fit them on to.

They should be stamped with the size either on the outer edge of the rim or the rim face.If you are not sure a tyre company will have a set of calipers to measure them with.You want to do that before you fit tyres onto them.
