Completely degrease the plug & hole.

Fill the plug with metal loaded epoxy/chemical metal.

If ever you are stuck for penetrating oil, use diesel.

I have heard a 1:1 mix of atf and acetone (as in nail varnish remover) is good, but the acetone removes paint and wrecks rubber.

Clean it to bare metal, etch prime and then a couple of coats of smoothrite type metal paint. Stove enamel would be better with stonechip over the top to cushion from grit.

Jeep Wrangler for sure, and I think that the frontera used one in the back.

Sounds like the starter cog is not fully meshed with the ring-gear
You need to do something to bring the starter motor closer to the crankshaft
